The Next Generation Act (SB 397) – Baby Bonds
State Senators Antonio “Moe” Maestas (District 26) and Leo Jaramillo (District 5) introduce the groundbreaking “Next Generation Act” (Senate Bill 397), marking a pivotal step in fulfilling our promise of Baby Bonds for the children of New Mexico.
This bill was crafted after nearly a year of thoughtful collaboration, statewide conversation, national outreach, and hard work among our coalition. SB 397 represents our unwavering commitment to bridging the wealth divide in New Mexico and strengthening our economy.
Launching the Baby Bonds Pilot Initiative
In August, State Treasurer Laura M. Montoya, alongside NM House Speaker Javier Martínez, proudly supported the Baby Bonds pilot program led by Partnership For Community Action (PCA), Abriendo Puertas/Opening Doors (AP-OD), MoneyByrd, and Prosperity Works. This initiative serves as proof of concept for Baby Bonds legislation to be proposed during the 2025 legislative session.

Baby Bonds Coalition
The first New Mexico Baby Bond Coalition meeting convened community partners dedicated to breaking cycles of poverty and empowering New Mexicans to pass the Next Generation Act (SB 397) in the State Legislature. New Mexico ranks among the highest in violent crime, the lowest in education, and as the third poorest state in the nation. Baby Bonds offer a transformative path to address these challenges, creating opportunities for all New Mexicans to thrive. Together, we can make New Mexico the second state in the nation to pass Baby Bond legislation and help our communities ascend to their fullest potential.
