The New Mexico Local Government Investment Pool (LGIP) is a fund created by legislation to allow municipal, city, county, tribe, and quasi-governmental bodies to voluntarily remit money to the State Treasurer’s Office to receive professional money management on a pooled basis. About LGIP Management
Vikki Hanges, Chief Investment Officer
Ms. Hanges is the Chief Investment Officer with direct responsibility for investing the State’s General Fund Pool and Severance Tax Bonding Fund. She has 30 years of fixed-income investment experience, mainly within the private sector. Prior to her employment with the State of New Mexico she was a Director at WestLB NY Asset Management. Her eight-year tenure there included the Houston, Texas, and New York offices. She was responsible for all short-duration investments, including managing multi-currency portfolios and associated interest rate and currency hedging.
Ms. Hanges began her career with Oppenheimer Capital in New York, advancing to Senior Vice President over a 20-year period. As a fixed-income trader and total return portfolio manager she was investing in all maturities across all sectors versus Aggregate and Government/Credit performance benchmarks. In addition, she was responsible for starting and managing the firms’ first money market mutual funds within the Quest for Value family of funds.
Ms. Hanges has a bachelor of science degree from Cornell University in Ithaca, New York, and received an MBA from Eastern New Mexico University in Portales. She currently resides in Santa Fe.

Anna Murphy, CFA, Senior Portfolio Manager
Anna Murphy is a senior portfolio manager for STO, with direct responsibility for investing the Local Government Investment Pool and the Bond Proceeds Investment Pools.
Ms. Murphy brings institutional investment expertise from her previous employment at the New Mexico Public Employees Retirement Association (PERA). She obtained her MBA from the University of New Mexico and her BA from Wesleyan University, Connecticut, and she is a holder of the right to use the Chartered Financial Analyst® designation.
Ms. Murphy serves on the Women’s Advisory Committee and the Programs Committee for the CFA® Society of New Mexico.
